Try to use CLR to remove rust from the water jacket in block .
Everyone should own a flathead Ford with heating problems had a forty Ford with fan on the crank down low it woulds pickup water off the road and throw it right in the distributor.

Fill the block with Rustolene, Evaporust or a similar rust melting product. Leave for 48 hours and flush. The engine will be perfect.
How is the condition of your lathe and who makes it? Found a super cheap one that looks like your's and I have a couple of machinists to check βοΈ it out for being clapped out before I think π€ about getting it.

Try using a piece of speedometer cable chucked in a drill, with a shop vac sucking and an airline blasting to clean. The cable whipping around in close quarters really loosens things up.
This year's plan is to take my 1968 chevy c10 that was my 1st truck off of its 4×4 suburban frame, and put it on a shortbed c10 frame. Back to the way it should be
There is a product used in the laundry industry to remove stains in clothing caused by iron in the water. Works very well in cleaning rust deposits in anything.

Like so many things we once used because they worked great, radiator,block cleaners ain't what they used to be thanks to epa regulations and people like miss how dare you!
phosphoric acid might have saved some work. I have done it the last time the block had all new core plugs when I was done because it ate the rust off of them too.
