I feel that Dark Arrogance is pretty niche. It really just boils down to overkill, I think. Any time you'd want to use DA, DEBolt does a better job anyway, and on other killers, why not run Bamboozle and not suffer DA's downside?
They'd have to buff the numbers, or change it in some way to be more viable than it is now. As it stands I'd argue it is pretty weak.
Not that Vecna's other perks are in a much better position either. The exhaustion one seems genuinely really good, but atleast in theory it sounds pretty underwhelming to use, even if it is a really high value perk.
The item one is really hard to evaluate, but since its not a duration aura read and 8 metres isnt really that much, I'm going to lean one way and say its probably not worth using on anyone, unless you're going for item thief Hag or something similar. On Hag it could work because of the synergy of Phantasm Traps and Franklin's Demise.
I really do like Vecna though! He seems really cool, and liches are one of my favourite villain archetypes in games!
I doubt I'd main him over Xeno, but he might contest one of my other favourite killer spots.
Imagine dark arrogance with enduring then you have a 75% pallet stun along with sprit fury and xenomorph acidic blood add on. I should try that out for my p74 main when I prestige hillbilly and Vecna when he comes out.
