The main issue with the ram is with the motherboard's chipset which is VIA, and they were known to be the most unstable chipsets back then!

I think the reason CS' render of a computer is so much a coin flip is because it's suppose to represent no particular computer. None at all. It's why the textures don't really matter, and why the machine is such a grab-bag of models across all faces. If it's not any one piece of hardware in particular, then it's not really a valid component any company would file suit over if they knew.
Left 4 Dead definitely would run on the 9800 Pro. I have ran L4D2 on a P4 HT 3.0GHz + 9800 Pro and it ran at around 30fps at 640×480 or maybe it was 800×600, I don't remember
Athlon 64 should work just fine with a modern PSU. It's mainly the Athlon XP's (and some Pentium III's) that need a strong 5V rail because most S462 boards didn't use 12V for the CPU.
Modern CPUs are way, way more power hungry under load than Athlon 64's. Nowadays we also have extremely power hungry GPUs that use 12V

With most 1 core cpus from this time you will need to oc the cpu quite a bit for the radeon 9800 pro to stretch its legs. Also disabling everything you do not use like serial and parallel ports in bios can give you a bit more performance. Might also help free up resources to make the sound card work in upper pci slot, but maybe its just the chipset being weird.
