I am also from Kolkata. It is cheap because of low demand. There is less jobs, less business and industries, lower per capita income and lower spending power of local people. Mumbai's per capita income must be 3-4x than Kolkata. Therefore it looks cheap, but your earnings is also lesser in Kolkata which ultimately compensates the gap.
