Personally I think Geno was just lying and hyping up the importance of the Star Road in the effort to rescue Peach. The way Geno seems to treat him at the beginning he has no clue about Mario's exploits beyond probably what he has heard from other sources. He just assumes that it's the higher ups who decide the fate of everyone below. That or he realized how difficult the task was on his own and had to come up with something they could relate to so Mario and Co. will continue to help.

I love how well this lines up with the plot of Paper Mario 64.
Reminds me of the Calvin and Hobbes comic where Calvin adopts fatalism and Hobbes becomes "fated" to push him in the mud.

Destruction wether they like it or not, so if the STAR road is not FIXED the wishing STAR ROD is exposed and is only a MATTER of time for the smithy gang to TAKE the ROD and DESTROY
THE WHOLE UNIVERSE, they won't stop at MArio's world oh no… they're going beyond that

As I saw on Paper Mario (The original), Mario Superstar saga and Bowser Inside's story. Wishes affect destiny.
When Bowser got the power of stars in Paper Mario was invincible, but the wish from Toadstool and the kingdom weakened Bowser's power.
All the adventures in Superstar Saga have "coincidences" that are favorable for Mario and Luigi, a rock falling from the sky after a battle gets them better hammers, hypnosis to make Luigi believe he is Mario to rescue Mario, Temples of Lightning and fire, etc.
Bowser was weakened during the tutorial battle and sent flying by Peach and a star helper, also when fighting Dark Bowser he got part of the star power in his final punch.

I feel like the logic is that wishes that you could NORMALLY NOT DO YOURSELF can't be granted without them, but obviously you can still do things yourself, and try to grant your own wishes
