A high effort way to do this video would to enable the linux support on chromeOS, and see if steam with proton can make the game run on the native os, and if not then do the basic of low spec gaming,
update and debloat windows
lower the resolution
dont just ultra low extra funny actually look up guides for optimization on skyrim, there are a lot that change some ai and rendering features of the game
