The left joycon switching between charging and charged constantly has to do with a feature of the Switch, where joycons only charge to around 80% when the Switch is on battery (i.e. not docked or plugged in). This is done, I presume, to save the Switch's battery life when charging connected joycons.
As for why it does that, it's probably because the joycon battery sensor is quite inaccurate, apparently to the point of switching between low battery and almost full when plugged in.
I have seen this happen exactly once with my own joycon and switch, and plugging the switch in "fixed" it.
