I just beat Culex 3D myself last night. 38 turns. What Meteor actually does is you max HP worth of damage -1 so for example it would always hit your Mario for 200 damage. If you make sure your party is max health then Meteor will leave you all with 1 HP. Then use a Croaka Cola afterwards. Thats what I did.
