You might not need to conquer Siberia. I think the game just didn't recalculate. If you can't invite him to court, you can matrilineally marry him to someone in your court with your culture so that he gets sucked in anyway.
Aw, sad that the Romance scheme did not work out, especially now that someone replied to one of my previous comments that it is possible to Seduce/Romance your Rival/Nemesis, often with unique events. Sometimes they game allows you to try again in in like 10 years (assuming you are both still alive), and if not, maybe in some other playthrough some other day.
Not sure if you’re aware but if you switch to the Egalitarian cultural ethos you get a +10 vassal limit, combine that with the legalistic tradition and you can get 40 more vassals
