As far as the rust issue you can purchase some rust converter spray and then repaint.
what about gross vehicle weight on your sticker I don't think what ever upgrade you put on police will only go by what is on the VIN sticker correct?
In my research the only difference in the axles between spring rates 5.2K to 8K is the arc of the axle. Unless your wheels are splaying/leaning, your' axles themselves (not including springs) are sized properly.
A bit of advice; pump grease through your wet bolts prior to install. Some of mine were not fully drilled!
I only saved about $100 by putting my own cross bars in. Welded it myself. The amount of time involved wasn’t worth the $100 savings
