The rf modulator has only the center conductor connected.
If the input is 300 ohms it would work better if a proper 75 to 300 ohm balun is used.
When a capacitor leaks the traces next to it can become corroded and no longer conduct.
It is also necessary to check any vias in the area for conductivity. The copper in the hole can corrode away.
The leaky yellow capacitor at 9:50 has a via underneath it.
10:44 is there a difference between the yellow and Blue capacitors?
I definitely have purchased a couple of these with the green screen. Glad to know it is a common issue. Certainly more out there, I sold mine at a loss.
I mean, replacing caps in an old device is usually a good start though. I would bet that the electrolyte seeped under the soldermask and damaged a trace where you can't see it. That is the fault, for example, on all Keithley 20xx multimeters. But sure, other stuff fails too…I've replaced failed transistors, opamps, LDOs, bridge rectifiers, even a through hole resistor which had failed open.
Do you have an oscilloscope to check if there is a signal being generated as a suggestion posted stated the screen will display green with no signal, a quick google gives this information that the screen can be replaced with an OLED module TI LMT-6749" if its of help.
I've got two Casio LCD TVs. Haven't really bothered to fix them yet, but the general recommendation is to use high quality caps, Panasonic and Nichicon, instead of Cheng and the like.

When I find leaking batteries in old tech I remove the batteries and fill the compartment with baking soda and let is set for a while. Later I use a tooth brush or chop stick to remove any crusty left overs. After 30 years of using this method I have never run into any problems with the powder hurting anything.
