The real way was to get into a battle with the trainer with the slowpoke north of Misty’s gym go into menu as you stepped within his vision fly away to the city south of Viridian forest. Walk in the tall grass inside the forest and your first fight is Mew.
Edit: For it to work it has to register the trainer battle but not do it because you were in your menu. So the second your character moves into the square the menu needs to be opened.
Has been awhile but I’m pretty sure that’s the whole thing. I did it on my Pokémon green (JP).
