The ONLY records a president is allowed to keep when leaving office are items such as a personal diary or journal. The documents Trump took are none of those.
Robert Hur's report sounds a bit like how academic studies are written up these days. The abstract/summary says one thing, but when you dig down into the body of the experiment you can often find a very large disconnect between the actual results and the conclusions.

If Biden were charged, the trial would be held in a DC court. A DC court means a DC jury. A DC jury means a 90+% Democrat jury. Dems aren't going to have their guy get a conviction like this, so it would ultimately be a waste of time.
